What is a New Entrant?

According to the FMCSA, a new entrant is a motor carrier company that has recently become active in interstate commerce and is hauling cargo across state lines or national borders.  New entrant motor carriers apply for an interstate U.S. Department of Transportation (DOT) identification number.  This application triggers an 18-month period during which the company will be closely monitored by the FMCSA.  Within twelve months a new entrant's registration and beginning operation, the FMCSA will conduct a special initial Safety Audit, also known as a New Entrant Audit.

What Does the FMCSA New Entrant Audit Entail?

The New Entrant Safety Audit reviews a motor carrier's safety procedures, assessing their vehicles, drivers, and operations to ensure that they meet all necessary standards and regulations.  Audits can be conducted at the motor carrier's place of business or off-site, via electronic record submission.  However the audit is carried out, the motor carrier is required to produce documentation that proves compliance with all applicable safety regulations, according to the law.  Auditors check thoroughly for such things as alcohol and drug testing programs, driver violations, repair or inspection violations, and operations violations.  

The FMCSA New Entrant Audit is strictly "pass" or "fail".  New interstate motor carriers who successfully pass the audit will continue to operate as usual, and are subject to continued monitoring for safety compliance and performance— just as all established interstate motor carriers are.  

Automatic failure of the Safety Audit will result from any of these violations outlined by the FMCSA.  When a motor carrier fails their New Entrant Audit, they are given the chance to implement a corrective action to the FMCSA's satisfaction.  Failure to take sufficient corrective action will result in immediate revocation of their U.S. DOT registration.  The company may apply for registration again, after thirty days.  This will restart the entire process, and another New Entrant Audit will occur within a year of registration.
